PAGCOR has a number of divisions that provide a range of services, including the licensing and regulating of local gaming operations such as bingo games, electronic (casino) games, sports betting and gaming system service providers. Its EGEBLD (Gaming System Services Licensing and Development) department handles the accreditation of gaming system service providers, and issues licenses to operators to operate their respective gaming systems.

EGEBLD is also responsible for the issuance of the Licenses of Casino Operators, and for conducting the inspection of casinos, poker rooms, slot clubs, e-games cafes, bingo parlors, and other gaming facilities. Additionally, EGEBLD administers the PAGCOR Player Exclusion Program (PEP) for patrons who are suspected of developing a gambling problem or have been involved in illegal online gaming activities.

Other gaming-related regulatory bodies that are affiliated with EGEBLD include the Philippine Offshore Gaming Operators Association and the Philippine Electronic Gaming Board. These organizations are the official representative of licensed offshore gaming operators to Pagcor, as well as other government agencies in the country.

For example, PAGCOR was one of the agencies that joined in the formation of a Gaming Inter-Agency Council that was formed to monitor and address issues and concerns regarding illegal online gambling. This council includes the Philippine National Police, the National Bureau of Investigation, the Office of Cybercrime and the Office of Immigration.

The Council, led by PAGCOR executive director Ramon Stephen Villaflor, works closely with the Philippine National Police, the National Bureau of Immigration and the Office of Cybercrime to ensure that all illegal online gambling sites are shut down. It also works with prosecutors and other law enforcement agencies to ensure that those involved in these activities are held accountable.

In its quest to make sure that the public does not engage in illegal online gambling, PAGCOR has a website that features infographics or video clips that inform players about the importance of responsible gaming. This information is displayed to users when they log into the site and when they play online games.
