After you've entered your "Hotkeys" menu, scroll to Lost Ark Gold the lower part of the menu known as "Basic Controls." If you scroll over, there are two red boxes with an icon of the mouse within them. You'll also see the lock icon in front of these boxes. This means that they're not able to be changed.
